HOW does it work | Determining city air quality management

The Clean Air Scorecard tool consists of three indexes which evaluates air quality management capacity and helps cities identify areas for improvement.

Each index consists of relevant questions for which points can be allocated to determine index score. Higher scores indicate better air quality levels, management capacity, and policies and measures. The three indexes contribute equal percentage to the total clean air score of 100.

Air Pollution and
Health Index
(APHI)

Assesses air pollution levels of cities against WHO guideline values and interim targets

Clean Air
Management
Capacity Index
(CAMC)

Assesses a city’s capacity to
(i) determine sources of emissions and their contribution,
(ii) assess the status of air quality,
(iii) estimate impacts on health and other sectors,
(iv) reduce air pollution and GHG emissions through institutional and policy frameworks and financing.

Clean Air Policies
and Actions Index
(CAPA)

Assess the existence and enforcement of national and local policies and actions to address air pollutants and GHG emissions from mobile, stationary and area sources.

Clean Air Score

The three indexes contribute equal percentages to an overall clean air score of 100.
